6月29日，2023年RCEP经贸合作高层论坛在山东省青岛市开幕。中国贸促会会长、中国国际商会会长任鸿斌，山东省副省长范波，柬埔寨驻华大使凯·西索达，缅甸驻华大使吴丁貌瑞，菲律宾贸工部部长助理格伦·佩尼亚兰达，中日韩合作秘书处秘书长欧渤芊出席开幕式并致辞。印度尼西亚对华合作牵头人、海洋与投资统筹部长卢胡特，东盟秘书长高金洪，中国—东盟中心秘书长史忠俊视频致辞。山东省委副书记、青岛市委书记陆治原出席开幕式。青岛市委常委、副市长耿涛主持开幕式。

On June 29, the 2023 RCEP High Level Forum on Economic and Trade Cooperation opened in Qingdao, Shandong province. Mr. Ren Hongbin, Chairman of the China Council for the Promotion of International Trade and President of the China Chamber of International Commerce, Mr. Fan Bo, Vice Governor of Shandong Province, Mr. Kai Sissoda, Ambassador of Cambodia to China, Mr. U Tin Maung Swe, Ambassador of Myanmar to China, Mr. Glenn Penaranda, Assistant Secretary of the Department of Trade and Industry of the Philippines, and Mr. Ou Boqian, Secretary-General of the China-Japan-ROK Cooperation Secretariat, attended and addressed the opening ceremony. Indonesia's Coordinator for cooperation with China, Minister of Maritime Affairs and Investment Luhute, ASEAN Secretary-General Kao Jinhong and Secretary-General of China-Asean Center Shi Zhongjun delivered video speeches. Lu Zhiyuan, Deputy secretary of Shandong Provincial Party Committee and Secretary of Qingdao Municipal Party Committee attended the opening ceremony. Geng Tao, member of the Standing Committee of Qingdao Municipal Committee and Vice Mayor, presided over the opening ceremony.

任鸿斌表示，高质量实施RCEP，是中国扩大面向全球的高标准自由贸易区网络的应有之义，也是推进高水平开放的重要举措。希望各国工商界利用好RCEP市场开放承诺和规则，持续推动贸易高质量发展；更有效利用区域内投资优惠安排，深入挖掘更多投资合作潜力；加强区域内高端产业链合作和制造业项目合作，进一步推动高端产业链优势互补、深度融合。中国贸促会、中国国际商会将与RCEP各成员国对口机构携手同行，面向广大企业加强RCEP优惠政策宣传解读培训，搭建多元平台，提供更优服务，为促进区域经济一体化发展、推动建设开放型世界经济贡献力量。

Ren Hongbin said that the high-quality implementation of RCEP is the due meaning of China's expansion of the network of high-standard free trade zones facing the world, and also an important measure to promote high-level opening up. We hope that the business communities of all countries will make good use of the RCEP market opening commitments and rules and continue to promote high-quality trade development. Make more effective use of preferential intra-regional investment arrangements to tap more potential for investment cooperation; Strengthen cooperation in the high-end industrial chain and manufacturing projects in the region, and further promote the complementary advantages and deep integration of the high-end industrial chain. The China Council for the Promotion of International Trade and the China Chamber of International Commerce will work hand in hand with their counterparts of RCEP member states to strengthen the publicity, interpretation and training of RCEP preferential policies for enterprises, build multiple platforms, and provide better services, so as to contribute to the development of regional economic integration and the building of an open world economy.

凯·西索达表示，RCEP的全面生效将进一步扩大成员国之间的贸易和投资，为区域经济一体化注入强大动力，促进高质量发展和高水平开放。今年是柬中建交65周年，也是“柬中友好年”，期待以此为契机，进一步巩固两国铁杆友谊，增进两国经贸关系，也欢迎中国企业继续投资柬埔寨。

Kay Sisoda said that the full entry into force of RCEP will further expand trade and investment among member states, inject strong impetus into regional economic integration, and promote high-quality development and high-level opening up. This year marks the 65th anniversary of the establishment of diplomatic ties between Cambodia and China and is also the "Cambodia-China Friendship Year". We look forward to taking this opportunity to further consolidate the hardcore friendship between the two countries and enhance bilateral economic and trade relations. We also welcome continued investment by Chinese enterprises in Cambodia.

吴丁貌瑞表示，缅甸与RCEP所有成员国，特别是近邻中国和东盟国家保持着友好关系。缅方重申在RCEP下对自由开放贸易的坚定承诺，愿与RCEP其他成员国开展密切合作，充分发挥RCEP价值，助力本地区实现更高水平的开放和更大程度的一体化。

U Tin Maung Swe said Myanmar maintains friendly relations with all RCEP member states, especially its close neighbors China and ASEAN countries. Myanmar reiterates its firm commitment to free and open trade under RCEP and stands ready to work closely with other RCEP member states to fully leverage the value of RCEP and help the region achieve a higher level of openness and greater integration.

格伦·佩尼亚兰达表示，菲律宾将RCEP视为经济发展的催化剂，RCEP不仅为其主要产品提供了更好的市场准入，还为制造、研发、金融服务、游戏开发、电子商务等领域吸引投资搭建了平台。RCEP将深化菲中之间的经贸关系，并进一步刺激经济增长，创造更稳定、更高质量的就业机会，促进共同繁荣。

Glenn Penaranda said that the Philippines sees RCEP as a catalyst for economic development, which not only provides better market access for its major products, but also builds a platform to attract investment in manufacturing, research and development, financial services, game development, e-commerce and other fields. The RCEP will deepen economic and trade ties between the Philippines and China and further stimulate economic growth, create more stable and higher quality jobs and promote shared prosperity.

欧渤芊表示，RCEP提升了域内供应链产业链的稳定和韧性，强化了域内国家产业合作与升级换代。希望中日韩与其他RCEP成员国共同努力，坚持多边主义原则，最大程度地激活和利用原产地累积规则，形成更加合理的产业分工，同时扩大在数字经济、绿色经济、蓝色经济、跨境电商、康养产业等领域的投资合作。

Ou Boqian said that RCEP has enhanced the stability and resilience of the supply chain industry chain in the region, and strengthened the industrial cooperation and upgrading of countries in the region. It is hoped that China, Japan and South Korea will work together with other RCEP member states to adhere to the principle of multilateralism, activate and utilize the cumulative rules of origin to the maximum extent, form a more rational division of labor, and expand investment cooperation in digital economy, green economy, blue economy, cross-border e-commerce, and health care industry.
